Thank you for your attention & Response.
After your reply I tried with several browsers and Internet connections, 
But Unfortunately I get the same Error every time!
I tried Chrome, Firefox, Microsoft Edge, Brave and Opera on Windows. I 
also tried with Chrome and Brave on android device.
The ISPs was: TCI on ADSL+, and Rightel, Irancell and MCI on mobile 
Internet Services.

I would be glad if I can complete creating account by your guide.
